If God never changes… why did Nineveh escape judgment?

During Great Lent, the Orthodox Church places before us one of the most unsettling and hope-filled stories in all of Holy Scripture—the repentance of Nineveh. A violent, pagan city with no Law, no Temple, and no covenant turns from its evil ways and is spared divine judgment.

Does this mean God changed His mind?
